This is King Nebmare Amenhotep III--possibly the most powerful king in the long history of Nile Valley civilizations. He reigned for 38 and years and married the beautiful queen Tiye. He is father of Akhenaten, the father-in-law of Nefertiti and the grandfather of King Tutankhamen. He is sometimes called Amenhotep the Magnificent and Egypt's Dazzling Sun. This piece is in the Neues (Egyptian) Museum in Berlin.
